Don't show pause Screen until app has been used for X minutes

It’s the flip side of daily maximum app-usage limit (link), where we block the app after it has been used for MAX minutes.

This is the MIN minute before which we shouldn’t show the pause screen at all.

When both MIN-MAX is set, the behavior would be:

- From 0 to MIN minutes of use: No pause screen
- MIN - MAX minutes of use: Normal pause screen
- MAX+ minutes: Hard block or other more restrictive pause screen.
